A baccalaureate degree plus three years of professional level experience in information technology.
Two years of experience or training in information technology or electronic technician work will substitute for the baccalaureate degree.
Candidates without a baccalaureate degree may combine experience or training in information technology or electronic technician work and college credit to substitute for the baccalaureate degree as follows:
A maximum of 90 semester hours may be combined with experience or training in information technology or electronic technician work to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for six months of experience or training in information technology or electronic technician work towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for one year of experience or training in information technology or electronic technician work towards the baccalaureate degree.
90 or more semester hours credit will substitute for one year and six months of experience or training in information technology or electronic technician work towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of one year and six months of experience or training in information technology or electronic technician work towards the baccalaureate degree. Candidates with 90 or more semester hours of credit, but without a degree, must also have at least six months of experience or training in information technology or electronic technician work to substitute for the baccalaureate degree.
An associate degree in computer science will substitute for the baccalaureate degree.
A baccalaureate degree with twenty-four semester hours in computer science, management information systems (MIS), quantitative business analysis--computer science, electrical engineering, information systems and decision sciences, computer engineering, telecommunications, or computer information systems will substitute for one year of the required experience.
A master's degree in the above fields will substitute for one year of the required experience.
Specialized degrees will substitute for a maximum of one year of the required experience.

To provide a strategic level of management consulting to various management levels within the department and to associated agencies for one or more of the following information technology areas: program analysis, planning, quality assurance, technical resource, project management, procurement, disaster recovery management, and security.
Level of Work:
General from higher level Information Technology Management Consultant or management personnel.
Functional supervision may be exercised over professional and technical staff of the agency, or direct line over lower level information technology staff on a project basis.
Location of Work:
Information Technology sections of all state agencies or in a large department in a programmatic office.
Differs from Information Technology Applications Project Leader by the responsibility for an assigned departmental program where standardized policies and procedures have not been previously defined, in the following information technology areas: program analysis, planning, technical resource, quality assurance, projects, procurement, disaster recovery management, and security.
Differs from Information Technology Management Consultant 2-DCL by the absence of responsibility for multiple program areas, the responsibility for leading a staff in assigned program areas or functions and designation as a Dual Career Ladder Job.

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The incumbent is responsible for providing a high-level of technical expertise and leadership to application programmers responsible for applications development using third-generation languages.
Provides expert technical consulting and leads application programmers in the development and maintenance of complex computer applications systems using third-generation programming languages, relational and non-relational database environments. Coordinates the activities of project teams working on complex and interrelated systems to ensure compliance with all information technology policies, procedures and programming standards. Serves as the supervisor of project teams to develop new computer systems and to maintain the most complex systems.
Evaluates, analyzes and prioritizes as directed, requests for enhancements or development projects for several computerized systems in terms of cost, time, feasibility, and system network impact. Determines the feasibility of the request based on priority, resource availability, staff expertise and time. Plans and assigns tasks. Monitors project development and presents accurate status reports to Management. Communicates and verifies with users to ensure development matches user expectations.
Prepares the appropriate documents for software and professional services procurement. Participates on procurement teams as needed. Evaluates and monitors project deliverables of contractors. Assists in development of long term plans for staff organization, budget, training and equipment needs for assigned projects.
Performs administrative and personnel duties related to performance plans and evaluations and verification of employee work activities. May function in the capacity of higher level Information Technology management, as directed, in their absence.
Performs all other tasks, special projects, analysis, studies, and plans as directed.
